The municipal council is the organ with highest decision making powers. The 51 members are elected every fourth year.
After the 2006 election the seats were divided as follows:
| Socialdemokraterna | 21 |
| Moderaterna | 9 |
| Centerpartiet | 5 |
| Folkpartiet | 4 |
| Kristdemokraterna | 4 |
| Vänsterpartiet | 4 |
| Miljöpartiet | 2 |
Vänersborg is governed by a coalition consisting of Socialdemokraterna and Centerpartiet who together have 26 seats.
The municipal council makes decisions in matters concerning objectives and guidelines for the municipal departments, the budget, the local tax and charges, big investments, city-planning and other important and comprehensive matters for the municipality.
However, all matters don´t pass the council. The municipality also has an executive committee and nine committees with different spheres.
